Warren County plans to sell a building it owns in downtown Front Royal to a locally based cyber security firm.

The Board of Supervisors voted at their regular meeting on Tuesday to accept an offer from Blue Ridge Information Systems to buy county owned property at 30 E. Jackson St, Front Royal, for a contract price of $240,000.

Chairwoman Cheryl L. Cullers, Vice Chairwoman Delores R. Oates and supervisors Jerome K. “Jay” Butler, Vicky L. Cook and Walter J. “Walt” Mabe voted in favor of the sale.

“Thank you, Dr. (Edwin) Daley, for selling property,” Oates said after the vote, referring to County Administrator Edwin Daley.

Online real estate records show the county bought the property from Alene Eastham on May 13, 2002, for $229,000. The latest real estate assessment values the property at $172,100.

The county received the $240,000 offer from Blue Ridge Information Systems in the spring. The county’s real estate broker Adams-Nelson & Associates recommended that the county accept Blue Ridge Information Systems’ offer. The county advertised the property for sale as required, seeking any more offers from interested parties. Supervisors held the required public hearing on June 28 on the proposed sale to Blue Ridge Information Systems. No one spoke at the hearing. Prior to the hearing, Deputy Finance Director Alisa Scott advised supervisors that the county had received a second offer a few days prior to the meeting. The board held the public hearing then immediately convened in closed session to discuss the second offer. Supervisors took no action on the sale at the June 28 meeting. Scott did not disclose information about the second offer.

Also at the Tuesday meeting, supervisors:

• Adopted a resolution honoring the late Reginald “Reggie” Cassagnol for his 30 years of service as manager of the Front Royal-Warren County Airport. Cassagnol managed airport operations, hangars and tenants, aviation services and buildings and grounds maintenance. Cassagnol also maintained communications with the aviation community as well as Front Royal and Warren County, the resolution states. The resolution states that “Cassagnol served the Airport Commission, the County of Warren and the Front Royal-Warren County community equally while fostering a passion of all things aviation and a curiosity for adventure that is a mantra of the Front Royal/Warren County Airport and Warren County Airport Commission.” Cassagnol retired in 2020 and died this spring.

• Approved an application from Skydive Front Royal to operate at the Front Royal-Warren County Airport as recommended by the Airport Commission.

• Designated Christopher Brock as deputy zoning administrator. Brock worked as the Front Royal zoning administrator before recently joining the Warren County Planning Department.

• Approved a septic system pump-and-haul permit request from Dwight Messick for property he owns under MH River Bluff LLC in the Country Club View subdivision.

• Approved an additional $140,476 appropriation to the School Board’s fiscal 2022 operating budget for the installation of Wi-Fi equipment on school buses. The money comes from an Emergency Connectivity Fund Grant awarded by the Federal Communications Commission.

• Appointed Gillian Greenfield as the county’s representative on the Front Royal-Warren County Tourism Board.

• Appointed Chris Brannan and Denise Child to the Osprey Lane Sanitary District Advisory Committee.

• Adopted a resolution to establish a county rating system for hard-surface road improvement projects. The resolution forwards the previously adopted the rating system and hard-surface improvement policy to the Virginia Department of Transportation to formalize the implementation.

• Adopted a resolution approving the issuance of bonds by the Winchester Regional Airport Authority for the financing necessary to replace the terminal building at the airport at a cost not to exceed $5 million.

• Approved a statement of work with CivicPlus for the CivicClerk Electronic Agenda Management System. Staff recommended that the county buy CivicClerk from CivicPlus for a year-one purchase price of $7,110; year-two maintenance service price of $4,578; and adding 5% with each subsequent annual maintenance.  Staff will request subsequent maintenance service costs through the annual budget review process.

• Approved a compensation plan that calls for employees to receive pay increases effective Aug. 1.

• Approved changes to the county personnel policy pertaining to overtime pay and holidays effective Aug. 1.

• Approved a change to the county’s site lease agreement with Shenandoah Mobile LLC that allows the county to place communications equipment on a tower owned by Shentel.

• Awarded job-order contracts for the Senior Center restroom renovations totaling $393,910: $375,152 to Matthews Group for construction and $18,758 to Gordian for the license fee. The county expects completion of the project at the Senior Center on 15th Street in June at an estimated $850,000 cost.

• Awarded a cooperative contract through HGACBuy, issued on behalf of public entities, to purchase six E911 Dispatch console replacements at a $143,114 cost. Russ Bassett will deliver and install the consoles.

Supervisors also met in closed session to:

• Discuss personnel matters related to the building official and the Front Royal-Warren County Joint Tow Board.

• Discuss the disposition of county-owned property in the North River Magisterial District outside the Front Royal town limits.

• Consult with County Attorney Jason Ham for legal advice on attorney-client privilege, building-code enforcement, the Virginia Freedom of Information Act related to a sanitary district and matters pertaining to the Property Owners of Shenandoah Farms Inc.

• Consult with Ham for legal advice regarding Front Royal-Warren County Economic Development Authority and related lawsuits; other potential claims and litigation relating to other possible liabilities of the EDA; the recovery of EDA funds and assets; and the outstanding indebtedness of the EDA.
